Based on my experience, analysis and interactions with the leadership of several special economic, free zones and industrial parks over the years, am sharing my perspective for further conversation:<span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><strong>What are SEZs, EPZs, Free Zones?<\/strong><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p>Wikipedia defines these as an area, where the business and trade laws\u00a0are different from the rest of the country. While countries define special economic zones formally in their legislations, these zones essentially have geographically separated-fenced area and customs, tax and other benefits for units located in the area, single management or administration, streamlined procedures etc.<span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><strong>Who sets these up and why?<\/strong><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p>Special Economic Zones or Export Processing Zones and other such areas are set up by governments to increase trade, investments and create jobs etc. Then developers, co-developers, unit holders and other stakeholders contribute to their success.<span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p>Whereas\u00a0<a href=\"https:\/\/www.linkedin.com\/pulse\/from-developing-ports-airports-port-led-development-subhasis-ghosh\/\">ports are gateways<\/a>\u00a0to\/ from the hinterland and, focus on enabling cargo and passengers to move in and out as efficiently as possible, these zones are\u00a0focussed\u00a0on cargo generation and aggregation-disaggregation. Hence, the approach towards their development is similar and yet complimentary.<span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><strong>Various models<\/strong><\/p>\n<p>While there are several models including Free Trade &amp; Warehousing Zones (FTWZs), Export Processing Zones\u00a0( EPZs), Free Port &amp; Special Economic Zone ( SEZ) and Coastal Economic Zones ( CEZs), for better understanding one could group these together as<span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<ul>\n<li>The traditional model, focusing on manufacturing and storage largely for export\u00a0egFTWZs, EPZ\u00a0etc<span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/li>\n<li>The relatively recent and larger zones, that include manufacturing,\u00a0logistics ,commercial and residential activities\u00a0eg\u00a0SEZs, CEZs\u00a0etc.<span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/li>\n<\/ul>\n<p>The above groups are nonexclusive and FTWZs could be and, often are part of SEZs.<span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p>Industrial parks focus on manufacturing, may have incentives for investors and may or, may not be part of SEZs, which focus on exports and imports.<span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><strong>Some learnings from China<\/strong>&#8211; Continued growth, moving inland\u2026<span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p>From my visits to several Industrial Parks and SEZs including\u00a0Shuzou\u00a0Industrial Park-set up in partnership with the government of Singapore,\u00a0Lingang\u00a0Industrial Park near Shanghai,\u00a0Yangshan\u00a0and Shanghai ports and Shenzhen\u00a0SEZ ,\u00a0including one of its 6 FTWZs-Futian\u00a0Free\u00a0Trade Zone, the take away(s) include active government support; experimenting different models; ensuring competition between zones and gradually upgrading technology and providing autonomy etc.<span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p>With China\u2019s investment led growth policies, including in SEZs, China itself significantly benefitted from the success of special economic zones and industrial clusters in terms of increase in FDI, exports, job creation and their contribution to the GDP.<span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p>With China\u2019s manufacturing moving inland, expect new zones to continue to develop, as the existing\u00a0ones\u00a0transition to more technology assisted manufacturing of high-tech products and, the consumption story picks up.<span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><strong>The India story-<\/strong>\u00a0the best is yet to come\u2026<span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p>While SEZs have been an important element of India\u2019s commercial policy, failed implementation of the same is often cited as a county case study. The learning(s) include, relationship with the domestic trading area\u00a0( DTAs) for job work and sales, imposition of minimum alternate tax ( MAT) and Income Tax, leading to lack of investor confidence, the state (local) governments not supporting this scheme, which is perceived as a central ( federal) government initiative and non-availability of ECB and refinancing options etc.<span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p>While the government of the day had perhaps imposed (backtracked on) some of the incentives, to avoid distortions in the local economy and the possibility of money laundering through under-invoicing of imports in these zones, the result is that huge parcels of land- estimated at over 25,000 hectares and capacity created are lying\u00a0unutilised\u00a0..and has perhaps contributed to non-performing assets (NPAs).<span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p>On the other hand, there are examples of successful EPZs and FTWZs in India, where there are multiple models including National Investment &amp; Manufacturing Zones (NMIZ), Textile, Food Parks besides, SEZs, FTWZs, SEPZs etc.<span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p>With India\u2019s consumption story remaining intact, with the thrust of the present government towards manufacturing -Make in India, Ease of Doing Business and, the ability to manage change based on feedback, expect a revival in the SEZ story.<span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><strong>Middle East<\/strong>\u00a0\u2013 Similar objectives, different strategies\u2026<span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p>Middle Eastern Countries like UAE, have leveraged SEZs to drive their core economic policies. Dubai for example has over 20 Free Zones, with over 15000 companies and 200,000 jobs have been created. The success of\u00a0Jafza\u00a0has been spectacular and the model of the first free zone at Jebel Ali with a port plus, SEZ plus, airport has been replicated by other countries, even outside the region.<span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p>One of the learnings from Dubai is the government\u2019s strategy of seeking ecosystems that need facilitation to come together by clustering. We have the Dubai Media City, Dubai Finance\u00a0Centre\u00a0Dubai Design District, Dubai Internet City\u00a0etc\u00a0which create their own growth momentum and free zones promote clusters.<span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p>Abu Dhabi has established its financial and media zones and is promoting the strategically located Abu Dhabi and Al Ain Industrial Cities, under Zones Corp. While Saudi Arabia\u2019s\u00a0Kind\u00a0Abdullah Economic City continues to grow, it has recently\u00a0publicised\u00a0plans for the mega city NEOM as a part of the vision 2030. Other GCC countries including Oman, Qatar and Bahrain continue to pursue their economic zone initiatives aggressively.<span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p>While SEZs in the middle east region continue to support diversification of the economy and promotion of non-oil revenues, strategic planning and implementation of these projects would differ based on the overall job creation\u00a0objectives .\u00a0Most businesses (unit holders) in SEZs seek to leverage cheap foreign\u00a0labour, which could result in slower job creation for the host country.\u00a0An alternate approach is to focus on attracting talent and visitors, some of whom set up competitive businesses, which then create jobs&#8230;<span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><strong>So, what could make these successful?<\/strong><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p>Am outlining a few key areas to facilitate conversations<span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<ul>\n<li>Clear purpose, vision, active government support and\u00a0<strong>commitment<\/strong>, leading to location selection, strategic planning and cluster identification, based on local comparative advantages and linkages<\/li>\n<li>Quality\u00a0<a href=\"https:\/\/www.linkedin.com\/pulse\/20140924061914-25417967-why-do-some-infrastructure-projects-succeed\/\">infrastructure<\/a>and multimodal connectivity to domestic and international\u00a0<a href=\"https:\/\/maritime-weekly.com\/category\/global-trade\/\">trade lanes\u00a0<\/a>\u00a0and, innovative and thoughtful service design, implementation and monitoring<span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/li>\n<li>Relationship with the ecosystem \u2013 continued stakeholder management including with the government-ministries, with trade, industry, workers and academia at home and abroad and, building\u00a0<strong>brand<\/strong>awareness and recall.<span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/li>\n<li>Ability to experiment and change based on feedback of what is working, from the global value chain or trade (FTAs) perspective, in the\u00a0fast changingworld<span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/li>\n<\/ul>\n<p><strong>Implementation approaches<\/strong><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p>We advise potential clients of\u00a0<a href=\"http:\/\/apex-group.enterprises\/\">Apex Group<\/a>\u00a0for full cycle business implementation, on the need to simultaneously and continuously work on the five areas below<span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<ul>\n<li>Validate and update strategy- stakeholder alignment, demand assessment, planning and cluster definition<\/li>\n<li>Customer acquisition and brand building including, marketing, sales and service<\/li>\n<li>Attracting the right talent as future competitiveness is about talent, training and engagement<\/li>\n<li>Operating efficiently-integrating USPs, building SOPs, leveraging technology<\/li>\n<li>Preparing for future with reviews, reporting and M&amp;A, feeding into the strategy<\/li>\n<\/ul>\n<p><strong>What is changing?<\/strong><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<ul>\n<li>Global trade continues to evolve in a way that may not support the traditional export oriented, free zone model. Hence building economic zones for export only may not the answer, these need to have local linkages in manufacturing as well as trade, based on comparative advantages of the region.<\/li>\n<li>Government commitment and willingness to learn and experiment with new Trade Facilitation Agreements and the ability to change strategies, based on evolving country comparative advantages, is becoming important.\u00a0We can\u2019t set up a\u00a0zone ,allocate land and consign it to govern itself for the next decades. There is however a need to strike a balance between oversight and autonomy.<span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/li>\n<li>Building only clean-tech industries (Hi-tech, Edu-tech.
