Special Economic Zones (SEZs)\u00a0can be regarded as\u00a0an\u00a0investment in industrial infrastructure\u00a0and\u00a0a\u00a0services provider\u00a0to attract and facilitate\u00a0foreign investment, integrate local firms into\u00a0global value chains, promote export-oriented growth and generate employment.\u00a0For many\u00a0countries,\u00a0these\u00a0zones\u00a0are\u00a0an important instrument of\u00a0socioeconomic\u00a0development.<\/p>\n
They are widely deployed to kick-start industrial sectors and to promote technology transfer to local economies\u00a0and\u00a0can contribute to improving the overall investment environment, lowering transaction costs for FDI activities, increasing the ease of doing business and streamlining administrative procedures, including the time required to\u00a0set\u00a0up\u00a0operations.\u00a0According to UNCTAD\u2019s estimate, there are now estimates of over 4,800 SEZs worldwide and they are still front of\u00a0mind for investment policymakers.<\/p>\n
Despite the advantages and clear success cases, SEZs have a mixed record.\u00a0The cost of investments in zone infrastructure\u00a0and maintenance\u00a0in many cases\u00a0outweigh\u00a0the benefits.\u00a0Investors\u00a0may\u00a0also\u00a0take advantage of tax breaks without delivering substantial employment or export earnings.\u00a0It often proofs difficult\u00a0to extend benefits outside\u00a0the zones\u00a0or to\u00a0upgrade\u00a0domestic skills and the production base. Many traditional\u00a0export processing zones\u00a0have been successful in attracting investment and creating employment in the short term but became uncompetitive when wages started to\u00a0rise,\u00a0or trade preferences disappeared.<\/p>\n
Moreover,\u00a0SEZs today operate in\u00a0an\u00a0ever more\u00a0challenging environment.\u00a0Due to the new industrial revolution (NIR) zones will need to\u00a0rethink\u00a0their\u00a0competitive\u00a0advantages,\u00a0as the importance of traditional locational advantages are eroding.\u00a0At the same time, SEZs will\u00a0need\u00a0to pursue business activities in a\u00a0more\u00a0socially and environmentally responsible manner that advances the\u00a0Sustainable Development Goals (SDGs).\u00a0These challenges call for a modernization of special economic zones.<\/p>\n
In this session, organized in collaboration with FEMOZA, lessons learned for designing the right infrastructure, facilitation services, and incentives, creating economies of scale and promoting transfer of\u00a0the\u00a0latest technologies in\u00a0the zones,\u00a0will be shared and synthesized for developing zone models that can be adopted and adapted to individual countries\u2019 needs.\u00a0It\u00a0will\u00a0specifically\u00a0address\u00a0challenges\u00a0related to the modernization of SEZs, such as those related to\u00a0sustainable economic zones,\u00a0strategic alliances,\u00a0digitalization, domestic and regional linkages and new sources of financing for innovation-driven zones, putting theory into practice.<\/p>\n
