BRICS countries account for about 40% of all special economic zones in the world. In the context of global uncertainty in trade, the synergy of territories with preferential regimes may become a crucial advantage for the BRICS countries in ensuring sustainable economic growth and competitiveness of their enterprises in the international arena.
Nikita Kondratiev, Director of the Department for Multilateral Economic Cooperation and Special Projects of the Ministry of Economic Development of Russia, said it during the panel session on the prospects of launching the International Association of BRICS Special Economic Zones which was held as part of the business program of the 16th International Economic Forum “Russia — Islamic World: KAZANFORUM” in Kazan.
The participants of the panel session highlighted the significant progress in the implementation of the Russian initiative to establish a special mechanism for cooperation among the BRICS special economic zones, discussed measures to assist businesses in locating production abroad and obtaining simplified access to mutual markets.
During the meeting, the BRICS countries also outlined specific steps that would help develop mutually beneficial cooperation in the integration of residents of the BRICS special economic zones into international supply and production chains, in the management of territories with special and preferential regimes, as well as in the assessment and implementation of best practices of sustainable development in the territories of the special economic zones.
“Russia has presented the investment potential of national special economic zones to the BRICS countries,” Nikita Kondratiev said. “We can see that the enterprises from the BRICS countries are showing a steady interest in locating production in our preferential territories. They are mainly attracted by the absence of barriers when entering a new market, the prospects of reducing financial costs and fiscal burden, as well as the opportunity to implement the most ambitious and advanced innovative solutions.”
As a reminder, today there are 58 special economic zones successfully functioning on the territory of Russia with a total of more than 1,300 residents. Since the creation of the SEZ mechanism, the total revenue of all the residents has amounted to about 3.6 trillion rubles.
“Even at the first stage of work of the Association of BRICS Special Economic Zones, we would like to share the best Russian practices for the creation of advanced SEZ infrastructure with our partners. From the very first days, we will try to harmonize our approaches to the introduction of standards for managing special economic zones and methodologies for assessing their efficiency, including in the area of sustainable development,” Nikita Kondratiev said. “In the future, we plan to establish regular interaction within the SEZ between manufacturers of original equipment and components and suppliers of raw materials to lay the groundwork for the realization of their joint projects.”
