Summary: While investment flows remain below pre-pandemic levels, tourism demand is reaching record highs and recovery is gradually underway. Foreign direct investment (FDI) has become more selective amid geopolitical uncertainty, climate priorities and rapid technological change. In this context, countries are rethinking strategies to attract capital while aligning with sustainable development goals. Special economic zones (SEZs), traditionally focussed on manufacturing and logistics, are increasingly adapted to services – including tourism, and the cultural and creative industries. When well designed, tourism-driven SEZs can enhance competitiveness, strengthen local economies and safeguard natural and cultural assets in a changing global investment landscape.

▬ TSEZ make sense only when solving concrete local constraints and clearly outperform existing national incentives.
